MONROVIA – Senior officers of the Liberia Immigration Service (LIS) have convened for a critical two-day annualization workshop to align the institution’s 2025–2029 Strategic Plan with the nation’s primary development blueprint: the ARREST Agenda for Inclusive Development (AAID).
This workshop is more than a routine administrative exercise; it marks a strategic recalibration of Liberia’s migration management. The goal is to ensure that border security and institutional reforms directly catalyze the country’s broader economic and social transformation over the next four years.


Understanding the ARREST Agenda
Launched in early 2025 by President Joseph Nyuma Boakai, the ARREST Agenda serves as the definitive roadmap for Liberia through 2029. The acronym highlights the government’s six core pillars:
- Agriculture
- Roads
- Rule of Law
- Education
- Sanitation &
- Tourism
Together, these pillars are designed to accelerate inclusive growth, strengthen governance, and transition Liberia toward lower-middle-income status by the end of the decade.
Strategic Priorities for the LIS
The workshop focuses on harmonizing immigration operations with these national priorities. Key thematic areas under discussion include:
- National Security & The Rule of Law: Strengthening border controls and enforcement to maintain the stability required to boost investor confidence.
- Economic Transformation & Tourism: Modernizing entry systems and streamlining visa processes to facilitate travel and support the “Tourism” pillar of the ARREST Agenda.
- Digital Reform & Governance: Transitioning from manual to digital systems to enhance transparency, improve efficiency, and mitigate corruption.
- Migration Management: Addressing policy gaps to ensure cross-border movement contributes positively to labor market planning and sustainable development.
Roadmap to 2029
By the conclusion of this session, the LIS expects to finalize a refined, actionable Five-Year Strategic Plan. This updated framework will feature clearly defined Key Performance Indicators (KPIs) and accountability mechanisms, ensuring the service remains adaptable to emerging regional challenges.
Ultimately, this harmonized strategy positions the LIS as a vital enabler of national progress, ensuring that effective migration governance plays a central role in Liberia’s journey toward 2029.
