MONROVIA – The Liberia Immigration Service (LIS) has concluded a pivotal two-day Annualization Workshop aimed at reinforcing its 2025–2029 Strategic Plan. Held at the Modern Hotel on the outskirts of Monrovia, the event gathered senior leadership to refine institutional priorities and evaluate the roadmap for the next five years.
Aligning National Security and Development
To ensure the plan remains robust and actionable, participants were organized into specialized working groups. These groups were tasked with auditing existing targets and proposing adjustments to bolster performance and accountability.
A central theme of the workshop was the harmonization of LIS objectives with the Government of Liberia’s broader development agenda. Key areas of focus included:
- Border Security: Strengthening surveillance and entry-point integrity.
- Migration Management: Enhancing the processing and regulation of foreign nationals.
- Institutional Capacity Building: Modernizing the workforce through training and resource allocation.
Throughout the sessions, officers identified critical implementation gaps, refined performance indicators, and established priority actions designed to boost operational effectiveness through 2029.
Leadership Commitment
In his closing remarks, LIS Commissioner General Elijah F. Rufus commended the officers for their constructive engagement. He emphasized that the success of the ambitious five-year plan rests on a foundation of teamwork.
“The realization of our goals depends on the dedication of every officer. We must embrace collective responsibility to ensure this plan moves from paper to practice,” Commissioner General Rufus stated.
Supporting this sentiment, the Deputy Commissioner for Administration, Hon. Nelsco Aleo Wolo, reaffirmed the leadership’s commitment to transparency. He assured participants that the workshop’s outcomes would be translated into “measurable results” rather than remaining mere theoretical objectives.

The Annualization Workshop is a cornerstone of the ongoing institutional reforms at the LIS. By refining its mandate and streamlining operations, the Service continues to position itself as a vital contributor to Liberia’s national stability and economic development.
