MONROVIA – The Liberia Immigration Service (LIS) has successfully concluded a rigorous two-day Annualization Workshop aimed at operationalizing its ambitious Five-Year Strategic Plan (2025–2029).
Held at the Modern Hotel on the outskirts of the capital, the session convened senior leadership and technical officers to refine the agency’s roadmap for the coming years, ensuring that high-level goals are translated into actionable, yearly targets.
Refining the Roadmap

The workshop served as a critical touchpoint for senior officers to evaluate current implementation progress and sharpen the Service’s strategic priorities. To ensure a thorough review, participants were organized into specialized working groups tasked with auditing existing targets and proposing data-driven adjustments.
A primary focus of the exercise was the “alignment” of LIS objectives with the broader national development agenda. Discussions centered on three core pillars:
- Border Security: Strengthening surveillance and entry-point integrity.
- Migration Management: Enhancing the processing and tracking of institutional data.
- Capacity Building: Modernizing the workforce through professional training and accountability frameworks.
Addressing Gaps in Service Delivery
Throughout the sessions, officers identified significant implementation gaps from previous cycles. By refining Key Performance Indicators (KPIs), the leadership aims to enhance operational effectiveness and ensure that the LIS can meet its mandate with greater transparency over the next five years.
