Maryland Grid Technical Manager Joins MCC Workshop to Tackle Liberia’s Power Constraints

by Rocheford T. Gardiner

HARPER, LIBERIA – In a significant step toward stabilizing the energy landscape in South-Eastern Liberia, Henry G. Hodge, Technical Manager of LIBENERGY and Lead Engineer for the Maryland Grid, is representing the region at a high-level technical workshop organized by the Millennium Challenge Corporation (MCC).

The workshop serves as a critical forum for key stakeholders to conduct a comprehensive Root Cause Analysis (RCA) of the persistent barriers hindering Liberia’s electricity sector. Unlike standard sector reviews, this initiative aims to peel back the layers of the energy crisis to identify deep-seated technical, institutional, and operational gaps that have historically stifled economic growth.

Addressing the “Maryland Gap”

LIBENERGY Manager Henry G. Hodge

As a primary voice for the South-East, Hodge is utilizing the platform to bring national attention to the specific vulnerabilities of the Maryland Grid. His presentations focus on the “real-world” hurdles facing local energy infrastructure, with a particular emphasis on:

Transmission Fragility: The structural weaknesses preventing bulk power from reaching key hubs.

Distribution Bottlenecks: The “last-mile” challenges that limit stable access for homes and businesses.

Operational Gaps: The need for modernized systems to manage the grid effectively.

“The goal is to move beyond surface issues,” Hodge stated, reflecting on the importance of the gathering. “We are jointly identifying the deeper gaps to ensure that the outcomes inform targeted, evidence-based interventions.”

Paving the Way for MCC Compact II

The data and insights gathered during this RCA workshop are not merely academic. They are designed to form the technical foundation for the MCC Compact II program for Liberia. This upcoming phase of support is expected to provide the funding and strategic framework necessary to overhaul the national power sector. For the people of the South-East, Hodge’s involvement signifies a seat at the table in shaping a more reliable and resilient utility provider. By aligning LIBENERGY’s regional expertise with MCC’s global standards, the workshop aims to transform Liberia’s energy constraints into opportunities for sustainable industrial and economic expansion
