LIS Launches Liberia E-Border Solution Foundation Project

Monrovia, Liberia — The Liberia Immigration Service (LIS) has officially launched its E-Border Solution Foundation Pilot Project, signaling a major technological leap forward for the nation’s border security and management architecture.

The high-profile launch ceremony was held at the Farmington Hotel near the Roberts International Airport (RIA) in Margibi County, gathering key government officials, international development partners, and security stakeholders.

A Major Milestone in Border Modernization

Speaking during the official “Go-Live” ceremony, LIS Commissioner General Elijah F. Rufus hailed the initiative as a profound milestone for the country.

“It is with profound honor and great pride that we gather here today for the official Go-Live ceremony of the Liberia E-Border Solution Foundation Pillar Project,” Commissioner General Rufus stated.

According to the Commissioner General, the pilot project serves as a critical operational bridge toward a broader, nationwide E-Border Solution envisioned by the Government of Liberia. The initiative is strategically designed to:

  • Strengthen national border security.
  • Improve overall immigration management.
  • Enhance data collection and analytical capabilities.
  • Modernize border control systems across the country.

Rufus emphasized that this project allows Liberia to transition away from fragmented, largely manual tracking methods. In their place, the country is adopting a modern, technology-driven operational environment built to enhance security, boost efficiency, strengthen accountability, and support data-backed decision-making.

The initiative, he added, reflects the government’s firm commitment to responsible innovation, institutional modernization, and deeper inter-agency cooperation. He concluded by extending his sincere gratitude to the LIS development partners who made the project’s implementation possible.

Legislative and Private Sector Backing

The project also received strong endorsements from the legislature. Senator Cyrus Momo, Chairman of the Senate Committee on National Security and Defense, expressed deep gratitude to the development partners for bringing the cutting-edge initiative to Liberia. Senator Momo pledged to aggressively advocate for continuous legislative support and funding to ensure the project’s long-term success and sustainability.

Crucial to this digital transition is SOMAPA IT, the tech firm partnering with the LIS. Speaking at the launch, SOMAPA IT Chief Executive Officer (CEO) Mr. Subhaprasert Wongsuwan reaffirmed his company’s dedicated support to Liberia’s border transformation.

“We have worked with the Liberia Immigration Service in several areas, including training personnel in advanced border management technologies,” Mr. Wongsuwan said. “We do not deliver a completed system and expect countries to simply adopt it. Instead, we work closely with stakeholders to develop solutions tailored to national needs.”

Mr. Wongsuwan disclosed that SOMAPA IT engineers are currently on the ground in Liberia, actively assisting LIS personnel with system installation, hands-on training, and live operational support.
