HARPER, MARYLAND COUNTY – A palpable sense of optimism swept across Maryland County Thursday, July 2, 2026, as citizens from all walks of life gathered in massive numbers to accord a rousing, hero’s welcome to their newly appointed Superintendent, Hon. Nathaniel Semoda Toe, Jr., upon his arrival in the county.
From the bustling streets of Harper to the communities of Pleebo, Karluway, and Barrobo, regular activities briefly came to a standstill. The “Land of Sunshine and Happiness” lived up to its moniker as traditional chiefs, youth groups, market women, and local leaders united in song and dance, turning a standard administrative transition into a historic celebration of hope.
A Seasoned Administrator Returns Home

Hon. Toe is no stranger to the intricate workings of Maryland’s local governance. A seasoned administrator with a proven track record, he previously served as the county’s Development Superintendent from 2013 to 2017.
His administrative acumen is perhaps best remembered during the height of the West African Ebola epidemic. While serving as Acting Superintendent, Toe’s proactive leadership, rigorous community engagement, and decisive health policies ensured that Maryland County recorded zero cases of the deadly Ebola virus—a monumental feat that saved countless lives and cemented his reputation as a crisis manager.
Unlike political appointees often viewed as outsiders, the people of Maryland view Hon. Toe as one of their own. Born, reared, and educated within the county, he has lived side-by-side with the local population, sharing their triumphs and enduring their hardships.
